Mike Quarles is President of North Kansas City Electric. A Kansas City native, Mike started North Kansas City Electric in 2000. Mike attended UMKC in Kansas City and began his career in the electrical trade in 1985, advancing quickly and obtaining the level of Master Electrician before venturing out to begin his own operation.
Mike has served on the Board of Edison Credit Union for the last 12 years, currently serving as Chairman. He has also been an active member of NECA (National Electrical Contractors Association) for 18 years and is currently President of the Kansas City chapter.
When he is not conducting business, Mike enjoys spending time with his family, playing golf and is an avid fan of both the Kansas City Chiefs and the Kansas City Royals.
Steve Russell became part of North Kansas City Electric in 2001. In his current role as General Manger, Steve assists Mr. Quarles with the overall operations of North Kansas City Electric along with overseeing the Service Department for North Kansas City Electric. Steve is a native of Blue Springs, Mo. Graduated from the Blue Springs Wildcats, attended The University of Central Missouri and began his Electrical Apprenticeship in 1987.
Steve and his wife, Teresa, moved their Family to Oak Grove in 1989 where they raised 3 Children and stayed very active within the local community. Steve served 12 years as the Planning and Zoning Committee Chairman, 8 years as Volunteer for The Sni-Valley Fire Protection District, 12 years as The Chairman for The Board of Directors of the Sni-Valley Fire Protection District.
Steve enjoys spending time with his 9 Grandchildren, weekends at the Lake of the Ozarks, fishing, hunting and the great outdoors.
Chief Estimator and Project Manager
Frank Biondo joined North Kansas City Electric in 2011 and is an experienced Project Manager with over 30 years of experience in the electrical construction industry.
One of Frank’s more notable accomplishments was working on Level C at The Union Station in 2008, rehabbing an area that had not been used for many years into a 20,000 sq ft exhibit hall, one of the largest projects at that facility since it was reopened in 1999.
Frank has vast experience covering all facets of the electrical industry, and has proven himself to be an extraordinary asset. From large-scale projects to residential service calls, Frank takes pride in providing the best customer service possible, proving that face-to-face communication is not a lost art.
Paul Briggs has worked for NKCE for 10 years and began in the electrical industry in 1991, progressing from apprentice to service truck driver to foreman and now in his current position as Project Manager. His project background ranges from industrial to commercial to medical to hospitality. Paul holds a Masters license though Kansas City, Missouri, and has a BSEET degree.
Paul has enjoyed a working relationship both with general contractors and directly with owners in both bid/spec type projects and design assist/build projects.

Loews KC Hotel, a downtown convention center hotel, 21c Museum Hotel Kansas City, an art museum, boutique hotel & restaurant, Patriot and Boomerang roller coasters at Worlds of Fun, Children’s Mercy Hospital East, Multiple K-12 school renovation/addition projects
In his free time Paul enjoys watching his kids compete in athletics and coaching youth sports.
Melissa R. Miller is the Office Manager at North Kansas City Electric Company. 18 years and going strong with the company, she has spent a majority of her career in the construction office industry, gaining experiences in areas such as Human Resources, Job Costing, Payroll, and Accounting. In her spare time Melissa enjoys riding her Harley and singing a few tunes on the karaoke machine.
Technology and Safety Operations
Ken Austin, a Kansas City Northland native, joined North Kansas City Electric in 2020. In his position as Technology and Safety Administrator, Ken is charged with ensuring that the company’s technology and safety requirements meet the current and future needs of the operation. Ken holds an OSHA 30 certificate in Construction safety.
Ken spent the previous 20 years with Park University of Parkville, most recently as Director of Infrastructure and Operations since 2015. Ken, who grew up in Parkville, Mo., earned a Master of Business Administration degree from Park University and a Bachelor of Science degree in systems and data processing from William Jewell College, Liberty, Mo.
Ken enjoys family time, riding his Harley, camping, and golf.
